Richard L. Darnall, a retired principal in Utility Strategies Consulting Group, LLC, continues to offer consulting services on a project basis. With over 35 years of consulting experience, Dick earned a Bachelor of Science degree in accounting from the University of Wyoming in 1964 and became a Certified Public Accountant in 1966. Dicks’s prior experience includes working for Pacific Power & Light, R. W. Beck & Associates, Gold, Darnall & Associates, Resource Management International, Inc. and Utility Resource Services.

Dick has been instrumental in conducting numerous financial analyses relating to resource acquisitions. He was heavily involved in the participation by a municipality in a coal-fired power plant. He has participated in numerous negotiations for purchased power supplies for electric utilities and transmission agreements. He has appeared before several state regulatory commissions and the FERC on financing matters as well as development of total revenue requirements and rate of return testimony.

Recent assignments have included the formation of an electric utility on a reservation in the State of Washington with primary emphasis on the financing of the acquisition of existing facilities and assistance in the preparation of finance documents. Dick has also been active in preparing and reviewing power supply RFP’s and securing power resources for clients in the western United States.

In addition, Dick has been actively involved in the negotiation of contacts with the Western Area Power Administration regarding transmission, Parker-Davis Project Joint Funding Agreements and the Boulder Canyon Project Implementation Agreement. He has also conducted numerous electric rate studies for small, medium and large electric utilities and appeared before 15 state regulatory agencies as well as the FERC and the District Of Washington D.C.
